Slovakia is a parliamentary democratic republic with a multi-party system covering about 49,000 square kilometres (19,000 sq mi) with a population of over 5.4 million. In last few years, municipalities have been willing to develop Sustainable Urban Mobility Plans (SUMPs) as they are a condition to receive finance from the European Union. Only two cities have prepared SUMPs or special action transport plans. To ensure the good quality of SUMPs, the Slovak Ministry of Transport prepared in September 2015 guidelines on how to develop a SUMP.
