Approaches

The European Commission initiated the shift from vehicle based urban transport planning to people based urban mobility planning in 2007. Since then, the EU has developed polices, methods, processes, guidelines and performance indicators to address urban mobility issues and develop urban mobility planning solutions. These approaches have inspired many countries and cities outside Europe to shift from concentrating on urban transport solutions to developing urban mobility approaches in consultation with their citizens.
