Urban Mobility Improvement Measures comprise combinations of different measures (or projects) to contribute more effectively to policy objectives or to the resolution of problems. No single measure would be sufficient to achieve a range of objectives or overcome problems. An example would be the combination of measures to discourage car use, such as parking controls, with measures to promote car use alternatives, such as improved bus services. The range of possible urban mobility measures is enormous, and their selection depends on the local situation. The following sections describe improvement measures grouped by topic that may be appropriate for many cities, especially in developing countries.
