Portugal is a semi-presidential representative democratic republic covering 89,015 km2 (34,369 sq mi) with a population of 10.5 million people. There is no formal legal obligation for local authorities to implement a Sustainable Urban Mobility Plan (SUMP). In 2011 the Institute for Transport and Mobility (IMT),developed a national strategy for the approach of accessibility, transport and mobility, and their relation with land use planning. From 2010 to 2012, 10 municipal or inter-municipal plans were launched; seven of them are finished.
