Indonesia is a presidential republic with an elected legislature. It has a land area of 1,904,569 square kilometres (735,358 square miles) and a population of around 280 million people. The country's capital, Jakarta, is the world's second-most populous urban area. Sustainable Urban Mobility Planning is a new concept in Indonesia. It emphasizes the involvement of stakeholders and citizens in the planning process. It requires the coordination and alignment of policies between sectors (transport, land use, environment, economic development, social policy, health, safety, energy, etc.) and between local government units.

The current National Development Plan has identified public transit as an area for priority attention and a plan to implement mass transit in 6 metropolitan areas, namely Jakarta, Surabaya, Medan, Bandung, Makassar, and Semarang. The development of sustainable urban mobility plans (SUMPs) has been established as a key criteria for National Government support for urban mobility investments and mass rapid transit proposals. This process was initiated with the preparation of the first SUMP for the Bandung Basin Metropolitan Area with support from the World Bank and the development of National Urban Mobility Guidelines with technical inputs of the World Bank. SUMPs have been now been completed for five (Bandung, Denpasar, Makassar, Medan and Semarang) of the metropolitan areas identified under the National Development Plan. As a result, the World Bank is financing the implementation of BRT based mass transit in Medan and Bandung.


There are five metropolitan areas with Urban Mobility Plans online with a total population of 21.1 million people. The cities range in size from 2.3 million people (Denpasar) to 9.0 million people (Bandung). All plans are available in English and have been prepared with consultant assistance in accordance with the Indonesian Guidelines except for Medan which used the EU Guidelines under Mobilise Your City funding directives.
